Bus tickets specified here are not sold online and you will have to purchase tickets yourself directly from the departure bus station.
Bus riding time from Fenghuang to Tongren is about 90 minutes. If you don't need to queue up to collect ticket in Tongren, you will have no problem to catch the train booked.

I want to book 2 bus tickets from Feng Huang to Tongren on 19 Apr at 9 AM.
By the way, I will go from Tongren to Wulong by train K74 at 11:22 AM on the same day.
Do I have enough time if I take the bus from Fenghuang at 9AM?
Please kindly suggest and let me know how to book the bus ticket.
